Given that each segment in a 7-segment LED display corresponds to a matchstick. If N matchsticks are provided, what is the maximum number that can be displayed in the form of 7-segment LEDs ?

N is odd -> 7 followed by (N-1)/2 1's
N is even -> N/2 1's
